After winning a lengthy legal battle and freeing up more than $100,000, seven downtown Kalispell property owners threw a party in the street. Now that the BID is fully operating with a team of idealistic board members and an annual budget, in conjunction with the Kalispell Downtown Association, Noice believes they hold the key to downtown Kalispell’s often-discussed resurgence. After making its way all the way to the Montana Supreme Court, the case was ruled in favor of the BID, making 2009 the first year the board was able to operate with funds. Kalispell joins a list of fewer than 10 cities in the state with a BID, including Helena, where city officials largely attribute their major downtown facelift to the district. The BID, with a board consisting of property owners but not necessarily business owners, has a much larger budget than the KDA. read more

JPMorgan is considering dropping the Canary Wharf plans because of the bonus tax, the Financial Times reported today, citing an unidentified bank executive. The firm also may pay its senior executives about 75 percent of their 2009 pay in deferred stock, with the remainder in cash, the Wall Street Journal reported, citing an unidentified person. Chief Executive Officer John Mack in September said he would step down at the end of this month, remaining chairman of the New York-based bank and turning over the CEO job to co- president James Gorman. The Securities and Exchange Commission yesterday adopted the “interim final temporary rule” that enables financial advisers registered as broker-dealers to conduct principal trades for their clients. The rule allows advisers to comply by providing written disclosures of conflicts arising from principal trades; obtaining written, revocable consent from clients authorizing the principal transactions; making certain disclosures, either orally or in writing, and obtaining clients’ consent before principal transactions; sending clients confirmation statements disclosing the capacity in which advisers have acted; and delivering to clients annual reports itemizing the principal transactions that year. read more

Speedy DeCastro, as popular a barber in town as could be, had taken on a new associate at his Arcade Barber and Beauty Shop, and her job was not on the “beauty” side of the business. Arcade Barber & Beauty, a business that has continued under a succession of owners for at least 138 years, has a staff of six women, no men, and a clientele of men and women. Taking advantage of the visibility her business would gain on Washington Street, she relocated, leaving the storefront which had been the home of Arcade Barber and Beauty for 92 years. Mary Johnson Mesires stayed on at the Arcade barbershop for a few years after owner Speedy DeCastro’s death in 1969, then opened her own shop on Franklin Street. read more
